UM/UM-M IT Policies
New Policies Adopted April 2002

After extensive review in Missoula and on the other UM campuses (for
those policies that cover all UM campuses) the UM/UM-M policies released
for review in December 2001 have now been adopted, with only minor modifications
to their original form.
The policies below are best understood when classified into three groups:
- those related to network connectivity and "naming" (some UM-wide, some
UM-M only);
- those related to Student Computer Fee issues (UM-M only); and
- those related to specific issues in Web server and Web
server account management (UM-wide).
Each of these policies was presented for review by the official
campus IT advisory committees, plus faculty and student groups.
In Missoula this included the IT Council,
Academic IT Advisory Committee, Administrative IT Advisory Committee,
Web Committee, and Student Computer Fee Committee;
the Faculty Senate and/or its Executive Committee,
and the University Faculty Association;
and the ASUM.
Comparable review for non-UM-Missoula specific policies took place
on the other UM campuses.
I believe that the final form, which has now been adopted, has addresses
all the concerns that were voiced.

For now I've continued to label the policies with the tentative designation
(e.g., UM-IT-001, UMM-IT-004) given to them earlier. The policies are in
the process of being prepared in "official policy" form, at which time they
will be given an official designation and published both in the hardcopy policy
manual and in the new on-line collection of policies. When the official
on-line versions are available I'll change the links here to point directly
to those versions. For now, I've included the final versions in
tentative unofficial format, as downloadable Microsoft Word documents that
include the original "Discussion" sections and other related materials.

are available upon request from the UM-M IT Office in Missoula.
New UM and UM-M IT Policies
- Related to network connectivity and "naming"
- UM-IT-001 (UM-wide): Use of Standard Campus Domain Name
Requires selection and standard use of a single ".edu" domain name by
each campus (reflects current status).

- UM-IT-002 (UM-wide): Top Level Subdomain Naming
Requires standard, controlled approach to subdomain naming (clarifies
current practice).

- UM-IT-003 (UM-wide): UM Hosting of non-UM Domains
Restricts hosting of ".org", ".net", ".com", and other non-UM
domains on UM networks (clarifies current practice). Document includes
form to request special ".org" hosting and example "Memo of Understanding"
illustrating the kind of agreement that is required if such a request is
approved.

- UMM-IT-004 (UM-M only): Use of Port-Splitters/Mini-Hubs
Requires upgrade plans to expand infrastructure to provide connectivity
sufficient to avoid use of port-splitters; restrict use of port-splitters
where direct connectivity is available (clarifies current practice).

- UMM-IT-005 (UM-M only): Network Connection Fee (AKA "Port Fee")
Redefines ambiguous term "port fee" as "network connection fee";
apply fee to each connected device (clarifies current practice).

- UMM-IT-006 (UM-M only): Student Computer Fee Fund Allocation
Changes SCF fund allocation process from current "by competitive proposal"
to new "by formula", with SCF Committee charged with oversight and final
recommendation on the formula (changes current practice).

- UMM-IT-007 (UM-M only): Lifetime of Student Computer Fee Funded
Defines lifetime of SCF funded equipment as three years; define options
for units who want to change use of equipment during its lifetime,
and after the equipment lifetime expires

- UM-IT-008 and UM-IT-009 (UM-wide): UM Primary and Secondary Web Servers
and Accounts
Establishes standards for operation of primary and secondary
Web servers and for management of users; require mandatory,
periodic training for all Web account users (change current practice).
